Burkina Faso seeks consult for solar power evacuation lines

Burkina Faso’s Ministry of Energy, Mines and Quarries is inviting expressions of interest (EOIs) from consultants to monitor and supervise the construction of power evacuation lines from solar plants as part of the SOLEER (rural solar energy access project).

The SOLEER project will see the launch of a competitive tender for 325 MWp of solar with 335 MWh of storage battery to be developed in several phases under the regional solar park (PSVR), with a first phase of 120 MWp with 120 MWh of storage battery which will be launched at the end of 2023.

The SOLEER project has three components for a total public investment of US$168.75 million:

  • Sustainable Rural Electrification (US$75 million)
  • Utility-scale solar generation with storage and integration of variable renewables (US$88 million)
  • Private Sector Mobilisation for Large-Scale Solar Generation (US$5.75 million)

This EOI relates to the second component.

The consulting services will concern the power plant connections, network reinforcement and energy storage batteries components.

The consulting engineering firm must carry out detailed monitoring and control of the progress of the studies and works of the solar park and the associated connection facilities (including reinforcements, storage batteries) in order to ensure coordination, the phasing, the management of interfaces and the consistency of their finalisation dates.

The estimated duration of the project is approximately 3.5 years. Phase 1: Assistance to the PMU for the procurement of the Network Battery contract (five months); Phase 2: Control and supervision of works and assistance during the warranty period (three years including for the warranty period).

Interested firms should have at least 10 years of experience in the relevant business.

The World Bank is supporting this project.
